Malibu Community Long Term Recovery Group
PROVIDING COORDINATED MANAGEMENT OF LONG TERM RECOVERY & ASSISTANCE
Mission and Purpose
The Malibu Community Long Term Recovery Group is a collaboration of non-profit, faith based, local, state or national organizations that work together to provide coordinated management of the long-term recovery to disaster survivors of Palisades and Franklin Fires and provide additional long-term assistance to individuals affected by the disasters who do not have adequate personal resources as a result of the disaster.
Founded in response to the December 2024 Franklin Fire and January 2025 Palisades Fire, the mission of the Malibu Community LTRG is to assist individuals and families impacted by these fires and support resilience-building in light of almost certain future disasters. Malibu Community LTRG will do this by:
- Assessing and cataloging the unmet needs of individuals and families most impacted by disasters.
- Identifying and securing financial and other resources to meet those unmet needs.
- Coordinating and managing the matching of resources to those unmet needs.
- Supporting targeted city and community efforts to prepare for and build resilience against future disasters.
Services will be provided regardless of the individuals’ race, creed, color, gender, disability or religious preference. The goal of the Malibu Community LTRG is to seek community wholeness.

FAQ'S
What is the Malibu Community Long Term Recovery Group (MCLTRG)?
The Malibu Community Long Term Recovery Group is a collaboration of non-profit, faith based, local, state or national organizations that work together to provide coordinated management of the long-term recovery to disaster survivors of Palisades and Franklin Fires and provide additional long-term assistance to individuals affected by the disasters who do not have adequate personal resources as a result of the disaster.
What is a Long Term Recovery Group (LTRG)?
A Long-Term Recovery Group (LTRG), as outlined by the National Voluntary Organizations Active in Disasters’ Long-Term Recovery Guide, is a coordinated body of representatives from various sectors, including faith-based organizations, non-profits, government, and businesses. These groups are specifically designed to support individuals and families in disaster recovery. Each LTRG is uniquely structured to address the specific needs, resources, and cultural dynamics of its community.
While LTRGs across the United States may go by different names like “recovery coalition” or “community roundtable,” their mission is singular: to provide coordinated recovery services. Typically formed by local Voluntary or Community Organizations Active in Disasters (VOAD/COAD), LTRGs may also receive initial support from local emergency management or FEMA staff. Their structure varies based on factors such as the disaster’s impact and community size. To operate effectively, LTRGs benefit from dedicated staff, a fiscal sponsor for fundraising, and by-laws with sub-committees to manage specific activities.
For instance, the Maui Long Term Recovery Group, established after the Maui wildfires of 2023, organized sub-committees focused on areas such as Crisis Counseling, Disaster Case Management, Volunteer Coordination, and Government Relations, ensuring an ongoing comprehensive and coordinated recovery effort.
